ST. PAUL, Minn. - The Ramsey County Attorney's Office is taking a second look at a case of alleged abuse of a vulnerable adult by her court-appointed guardian.
The guardian is Cheryl Ann Tchida, 50, of Woodbury, a female relative of the victim.
"The circumstances surrounding this case are absolutely horrific," commented city attorney Sara Grewing.
Grewing's office has filed gross misdemeanor charges against Tchida. The Saint Paul Police Department had forwarded the case to Ramsey County for felony prosecution, but they declined.
On Wednesday, a spokesperson for Ramsey County Attorney John Choi, gave Kare11 this statement.
"At the time this case was presented, back in the fall of 2012, there was insufficient evidence to charge an applicable felony level offense at that time. After reading about this case in the Star Tribune, the county attorney has asked that this case be referred to our Second Look program where prosecutors will be assigned to work specifically with police investigators to review this case again for further investigation."
According to documents filed in Ramsey County District Court, Tchida was charged by summons and complaint as "legal guardian" and "sole caretaker" of the victim. In that capacity, she put her into situations in which the 19-year-old victim was coerced into having sex.
The incidents took place at a hotel in Roseville and at the St. Paul apartment of a 33-year-old man, according to the documents.
Tchida is also accused of using the victim's cell phone to solicit other men to have sex with her for $200, according to those same court records.
The records show that the incidents occurred in July and August of 2012. On July 3, the man sent a picture to the guardian of the money paid by men that night at the hotel. The victim called the guardian, asking to be picked up, but the guardian never came. The man then drove the victim to his apartment on Dale Street and had sex with her.
"There were multiple situations where the victim was being abused, told the defendant repeatedly and the defendant continued to put this victim in these situations where she was exploited over and over and over again," said Grewing.
The 19-year-old became pregnant and has been placed in a group home, authorities said.
Tchida is to appear in Ramsey District Court on Feb. 14.
