Youth volunteer charged with criminal sexual abuse

ANOKA, Co. - An Anoka County man is charged with criminal sexual conduct for allegedly having sexual encounters with numerous underage boys, dating back to the 1990's.

Chad Michael Geyen, a 44-year-old Ramsey resident, made his first court appearance Wednesday and is being held in the Anoka County jail in lieu of $1.5 million bond.

"We're not talking about isolated incidents here and there, or single incidents," Commander Paul Sommer of the Anoka County Sheriff's Office told KARE.

"We're talking about sustained abuse over years, involving at least 4 complainants we know of so far."

The most recent case involves an 11-year-old boy who said he met Geyen at an aviation event at the Anoka County Airport in Blaine last year.

The boy told investigators he had oral and anal sex with Geyen multiple times between Nov. 1, 2012 and Nov. 20, 2013, sometimes on airport property. The boy said the abuse also took place at Geyen's home in Ramsey and his cabin near Leech Lake.

Geyen is a pilot who belongs to the Experimental Aircraft Association and has volunteered at events sponsored by the EAA "Young Eagles" program. Local chapters hold events designed to spur interest in aviation for children ages 8 to 13.

"Those are group events, and often family members are there," Dick Knapinski, the EAA spokesperson in Oshkosh, Wisconsin, told KARE.

"The children are supervised at those events and not left alone with the volunteers who bring aircraft to these rallies."

According to the criminal complaint the boy's 8-year-old brother told sheriff's investigators he often watched pornographic videos with Geyen. The lad told his parents that Geyen asked if he could wash the boy when they went swimming.

"This unfortunately is a classic example of somebody who purports himself to be a mentor, somebody who wants to help youth," Sommer remarked.

"And in some cases they're disadvantaged youth, and he gains the trust of the organization."

Older Cases

Sommer said the 2013 probe led to two other cases, involving alleged victims who said they were sexually abused by Geyen in the 1990's.

"In cases like this the abuse can be sustained over a long period of time before they tell anybody," Sommer said.

"In this case some of the complainants are now adults, and they're reporting the abuse happened in a period of time from when they are seven, eight years old until they were about 13."

One of those alleged victims said he was five years old when he met Geyen through the Big Brothers program in 1992, and was actually Geyen's foster child at one point.

He told investigators that Geyen touched him inappropriately hundreds of times between 1995 and 2001, including placing sexual toys on his body.

A spokesperson for the Big Brothers Big Sisters regional headquarters in St. Paul told KARE that Geyen's name does not appear in the organization's volunteer files.

"While we have no record that he was involved in this organization, we will continue to proactively support the investigation to the extent that may be required," Maggie Karl of Big Brothers Big Sisters of the Twin Cities wrote, in a statement to KARE.

Geyen is also charged with abusing that boy's cousin from 1996 to 2001.  That boy told deputies that Geyen performed oral sex on him hundreds of times during those year, both at his home and his cabin in northern Minnesota.

Sommer said that Geyen works in the IT, or Information Technology, field. The complaint indicates that he was married, because one of the 1990's victims took part in his wedding ceremony.

There was a portable basketball hoop in the driveway of Geyen's home in Ramsey Wednesday. A neighbor who answered the door said he had no comment.
