SOUTH ST. PAUL, Minn. -- A 29-year-old South St. Paul man with a history of drunk driving has been arrested for DWI while trying to get a boat out of the water at Pigs Eye Lake.

William Bernard is charged with two counts of DWI and refusing to submit to a blood alcohol test. According to a criminal complaint, a witness spotted Bernard driving a pickup truck Sunday evening wearing only underwear. The witness said Bernard got a truck stuck in the water in an attempt to get a boat out of the water.

When officers arrived Bernard was with two other men, all who appeared drunk. None of them admitted to driving the truck. Bernard had the keys in his hand and was wearing only underwear.

Bernard told officers "I've been drinking but it's irrelevant because I did not drive." He was arrested and charged.

Bernard has been convicted four times of driving while impaired, dating back to 2006.
