DULUTH, Minn. - A Duluth police officer has been formally charged after an incident at the detox center last month.
Officer Richard Jouppi was charged on Thursday with fifth-degree assault and misdemeanor disorderly conduct after hitting an intoxicated man several times on Sept. 21, according to a special prosecutor.
An internal and independent investigation began immediately following the incident.
Surveillance video from the detox center shows Jouppi assisting Tony Jackson, 50, a man police had picked up for fighting and public intoxication.
Once inside the center, the video shows Jackson taking a swing at Jouppi. It's at that point, Jouppi responds with what the Duluth Police Department calls behavior that "violates our policies and procedures."
Jouppi was disciplined once before for interfering with an investigation.
Jouppi has been a member of the department for two years.
