Charges filed in serial flashing case

JORDAN, Minn. - A man is charged with multiple counts of indecent exposure in connection with a number of incidents targeting women and teens in the south metro this summer.  

Jordan Police say 47-year-old Joseph Gill has admitted to exposing himself to victims in the cities of New Prague, Belle Plaine and Jordan between May and July of 2016. Victims all reported an adult male in a white minivan concealing his identity and exposing his genitals. Those targeted include both teenaged and adult females.

Investigators from the New Prague, Belle Plaine, and Jordan Police Departments joined forces to investigate these cases with assistance from the Scott County Sheriff’s Office Crime Analyst. That work led to the identification of Gill, who is from rural Le Sueur, MN. Gill was arrested the afternoon of September 16 and placed in the Scott County Jail. During interviews investigators say he admitted to each incident.

Gill has been charged with one count of felony level indecent exposure, one count of felony level fifth degree criminal sexual conduct – lewd exhibition, four counts of gross misdemeanor level indecent exposure, and five counts of misdemeanor concealing identity.
