4 a.m. bar close back on the table for RNC

It was on the table, then off and now a proposal for a later drinking hour during the Republican National Convention is back on again. The new proposal would keep bars open until 4:00 am during the convention, but there is a catch. It's a proposal that still has a long way to go, but has legs once again at the state Capitol. A house panel voted unanimously to a 4:00 am bar close during the RNC, but this round would only include bars within a 10 mile radius rather than the seven county metro. "I'll supply the building, all the beer and wine and booze for them," said Pat Boemer of McGovern's Pub, who doesn't have to worry about any of the debate. McGovern's is a block from the party at the Xcel Energy Center and Anheuser Busch's Budweiser will take the bar over for five days during the convention. The bar is paid a flat fee and will cater only to those on a private list. Other establishments in Saint Paul are also on tap to be rented out, which makes the 10 miles that much more significant. If the proposal were to pass bars like Champps in Woodbury could potentially cash in if there is any spill over from Saint Paul. "I hope so, if convention goers are interested in coming here and want to stay open till four and we're allowed to in Woodbury, we would stay open till four," said Robin Landreville. The Champps may be an option to the east, but in all likelihood 10 miles west of Xcel, which includes every bar in Minneapolis, would be another hotspot. House leaders say all eyes will be on the state when the RNC arrives, which is why it's back on the table. It's an opportunity to leave the impression that Minneapolis and Saint Paul can go all night like other sophisticated cities. The bill is in its infancy and still has to pass through a number of committees along with the House and Senate before it passes and if it gets cut off, so to speak. "In a lot ways were very liberal and in that way were very conservative," said Boemer. A convention of conservatives will have a conservative bar closing time to go with it.
