GAYS MILLS, Wis. -- A village tired of rebuilding every year after repeated flooding started building on higher ground Friday.

Residents of Gays Mills, Wisconsin used golden shovels to break ground on earth they hope does not move the next time it floods.

Relentless rains and heavy flooding the last two years forced many residents to move and businesses to find another place.

After the floods in 2007 and 2008, the village took steps to remove the threat of flooding by moving the town all together.

The move is option, but many people in town plan to uproot their homes and businesses and head to the new spot.

However, it won't be cheap. Taxpayers will fork over an estimated $13 million to make the new Gays Mills a reality.

In addition to new hopes and businesses, there will be a town center and government buildings.
