ST. PAUL, Minn. -- An alleged gang member has been charged in a fatal shooting in the parking lot of an apartment building in St. Paul.
The Ramsey County attorney's office Thursday charged 25-year-old Rashad Lamont Burch with intentional second-degree murder in the killing of 24-year-old Dwight Raymond Tate.
The criminal complaint says the shooting occurred during what started a confrontation between the two groups of women. It says that dispute had escalated from an argument earlier between two women over a man. The complaint also says Burch had a grudge against the victim.
In a related confrontation at the apartment complex a few hours later, a second man was killed by St. Paul police officers after he allegedly shot one of them in the leg.
