Man charged with throwing scooter on Mpls. police car

Police say Fossum was "uncooperative during the arrest and persistently used and yelled profanities."

MINNEAPOLIS — Prosecutors have charged a man for allegedly throwing a scooter on a police squad car in downtown Minneapolis on Monday. 

Jeffrey Thomas Fossum, 30, of Minneapolis, is charged with first-degree damage to property, which is a felony.

On Monday, officers were driving on Nicollet Mall when they were alerted that a man had thrown a scooter on the windshield of a police squad car which was parked near 7th St. S., according to the criminal complaint.

Police were headed to the area when they were flagged down by a witness who said they saw the man break a mirror on a squad car and throw the scooter. 

Officers found and arrested Fossum on the west side of Nicollet and took him into custody, according to the complaint. 

Police say Fossum was "uncooperative during the arrest and persistently used and yelled profanities."
