ST PAUL, Minn. — A 21-year-old man died after a shooting inside a home in St. Paul.

The victim was identified by the St. Paul Police Department as 21-year-old Mark Franklin.

Homicide investigators are talking to a number of witnesses, trying to determine who fired the fatal shot or shots inside a St. Paul home early Friday.

A 19-year-old turned himself in Saturday night at around 11 p.m., according to police. There are no charges at this time.

Squads were dispatched to a home on the 600 block of Elfelt Street around 4 a.m. after a 911 call reporting shots fired. When officers arrived they did not find a victim, but encountered several people who told them a man had been shot and transported by private vehicle to Regions Hospital.

Police soon learned that person had died from his injuries, despite life-saving measures.

This incident marks the sixth homicide of 2019 in St. Paul.
