Missing toddler found, reunited with mother

WEST ST. PAUL, Minn. - A missing toddler from West St. Paul has been found safe and reunited with her mother.

Police alerted the media Thursday after the 21-month-old girl, Dream Williams, was reported missing. Dream was in the care of her father, who became incarcerated and refused to tell the child's mother or authorities where she was. Dream's mother, who has full legal custody of the child, notified police of the situation late Wednesday night.
