St. Paul police chief pushes for more staff

St. Paul Police Chief Todd Axtell is worried the city's proposed 2020 budget would cut maximum authorized strength from 635 officers down to 630. But Mayor Mel Carter contends the city is still on track to have its largest police force ever because it's currently not at full capacity.
