ST. PAUL, Minn. -- Gov. Tim Pawlenty's budget proposal is coming under criticism as legislative panels hold hearings on the plan.
Sen. Steve Murphy says the budget is the most disappointing he's seen in his 17 sessions because it would set up a shortfall of at least $2.5 billion in future budgets.
Murphy made the comments during a Senate Finance Committee hearing where Management and Budget Commissioner Tom Hanson testified and took questions on details including a plan to raise money by selling tobacco settlement proceeds.
Hanson challenged Murphy to balance the budget without raising taxes.
Murphy said some tax increases might be needed.
GOP Sen. Dick Day praised the Republican governor's budget for steering clear of tax hikes.
