Woman, children who died after 'incident' at Ramsey park identified

The Anoka County Sheriff's office names those who died as 33-year-old Jessica Linette Frank, 9-year-old Solara Rea Frank, and 4-year-old Laiken Lea Frank.

RAMSEY, Minn. — Anoka County Sheriff's officials have identified a woman and two children who died following an incident inside a vehicle at a park in Ramsey Monday.  

A news release sent out Thursday names those who died as 33-year-old Jessica Linette Frank, 9-year-old Solara Rea Frank, and 4-year-old Laiken Lea Frank, all of Monticello. 

Emergency crews responded to Rum River Park in Ramsey Monday after calls for a welfare check. Inside an SUV in the parking lot they discovered the bodies of a woman, a girl and a boy. The woman and girl were deceased, and the 4-year-old boy died of his injuries at a hospital. 

Anoka County authorities did not release details of the deaths or a suspected cause, referring to the "sensitivity" of the case. 

A family member has verified an online fundraiser, saying donations would go toward helping with funeral and living expenses so the family can focus on healing. 

A letter obtained by KARE 11 that was sent home to families from Elk River's Twin Lakes Elementary School said the school had received "sad news" about the death of a Twin Lakes third-grader, a preschooler and their mother. "Our hearts are with the family and all of those impacted during this difficult time," it read. 

Mourners and members of the community gathered at the park Tuesday for an impromptu memorial and vigil, laying stuffed animals and bunches of flowers on the boat landing, near where the family was found. 

"I thought of them all night long, and so my heart is just with that family and friends and everyone who knows the family," said Christie Alfano, who turned out for the vigil. "To hear something so tragic, it just ripped my heart out."

One letter left at the memorial reads: “People were always here for you. I’m so sorry that you didn’t feel it. Your children deserved a future. They deserved to be here. I love you but I am so mad.”

Authorities did not release additional information with the identities of those who died, but said earlier in the week that there have been no arrests made, they are looking for no suspects, and that they do not believe there is any additional threat.
