Woman dies after shooting involving St. Paul Police

The shooting occurred on the 1100 block of Rose Ave. E just before 7:30 p.m.

ST PAUL, Minn. — A woman is dead after police say they were involved in a shooting incident Monday night in St. Paul's Payne-Phalen neighborhood.

The St. Paul Police Department (SPPD) said in a statement that officers were dispatched on reports of a suicide in progress at a home on the 1100 block of Rose Ave. E just before 7:30 p.m. Once on the scene, officers say a person in the home yelled for them to come inside and they encountered an adult woman in a back room. 

According to the release, police were speaking to the woman when she pulled out a handgun and pointed it at officers, who fired their weapons and shot her. Police administered first aid but medics pronounced her dead at the scene. 

No officers were injured, according to SPPD.

St. Paul Mayor Melvin Carter released a statement Tuesday offering condolences for the families impacted while vowing to work with St. Paul Police Chief Axel Henry and the BCA to ensure a "thorough, timely and transparent investigation."

St. Paul Council Vice President HwaJeong Kim as well as council members Nelsie Yang and Cheniqua Johnson released a joint statement Tuesday offering support, while also calling for a "swift release of body camera footage."

The full statement reads:

Today, our community is grieving. Last night, Saint Paul police responded to a mental health related 911 call, and the encounter tragically resulted in the death of one of our residents. Many details surrounding the incident remain unknown – but we are deeply saddened by this news.

Our prayers and thoughts are with a heartbroken family who has lost a loved one. We are committed to offering support and care to them during this painful time. We are also grateful for city and community partners who continue to support the family through the fallout of this traumatic event. 

In order to support healing and continued transparency, we ask for the swift release of body camera footage from this incident, as our police department has done in the past. Many in our community are reeling today with questions. The BCA is investigating this incident as required, and the release of related body camera footage will further transparency for our community.

Lastly, the family’s loved ones and all impacted in our community will need healing spaces in the coming hours, days and weeks. We are committed to supporting these spaces as fellow neighbors, residents, and elected Councilmembers, who love our city and the people in it.

We continue to support expanding our community safety system to reduce interactions that put our residents and officers at risk of harm. We support existing initiatives like the mental health crisis response team and wraparound support for victims of violence in the Office of Neighborhood Safety. We remain committed to this work and to our community through this challenging and painful time.

The officers who fired their weapons will be placed on administrative leave, which is standard policy for SPPD. 

Agents from the Minnesota Bureau of Criminal Apprehension (BCA) will lead the investigation into the shooting. SPPD shared that any additional information or updates on the incident will be released by the BCA.
